Refugees from different countries decide to create their new state on an abandoned platform in the Black Sea. They dream of turning the platform into a place where freedom, independence, love, and success can flourish — but they soon face the problems every country must solve, even when it is built on just a few hundred square meters of scrap iron in the middle of the sea.
